The minor problems I have with this is are...

Sounds good, if some of the details could be worked out... Right now, with SAM sites they never run out of missiles... So conceivably, there is no way to Air Bombard a city with a SAM site (unless you get lucky and miss the missile and your bombard destroys the SAM site.) I would not want to see this for the AEGIS...
 
Personally, I've never liked the SAM site improvement. I'd prefer a SAM unit and just get rid of the SAM Improvement altogether --it distorts things too much. Having SAM units in the same city as SAM improvements would cause the former to get a huge bonus from the latter.

Fighters on 'Attack' missions (and with the proposed '100% vs. Ground' flag) would be ideal for ridding the area of SAM units --something Bombers would have trouble doing, especially if the Bombardment fails. This would further distiguish between Fighter and Bomber roles.

An AA unit is a unit with the AEGIS flag, right?
Yes, air/ground unit bonus flags would really help here.
