New CS icons incorrect color?

I've got a mod adding several new city-states, and even have the icons working, but the problem is that the icons are the wrong color! The religious CS is showing up yellow while the trade CS is showing up white. Anyone have any ideas as to how this might be fixed? Screenshots and mod files attached.

As you can see, Sri Ksetra is a religious CS, but the icon (and text and everything else) is yellow.

And Halin is a trade CS, but the icons are all white.

I think I solved it (haven't had a chance to test it yet, though) - I forgot the PlayerColors table...didn't realize you needed it for city-states.
