I just started playing and i notice immediately two major changes, only one unit can garrison the city,
Q1: is that true
Q2: is it reversible at a future time through tech?
and
stacking units is different, although i only played the game once i was not eble to stack the units any suggestions?

Yes.
No.

Civ 5 doesn't allow unit stacking. You can put a military unit on a worker, but you cannot stack military units and you cannot stack workers.

Oddly enough, the Great General is a Civilian Unit!
Of course this is the only way the game will let you stack it with a Unit.

I have also noticed you cannot move a work boat into a hex where you have a navy. Probably an oversight, but a tad annoying.
