Top of the food chain.
I know that fundamentalism is not going to be a part of Civ3. I'm assuming/hoping that it will be replaced with Fascism. I'm now interested in getting some other suggestions.
Would a constitutional monarchy be a workable type (for instance)?

Hard to say if constitutional monarchy could be made useful in game terms. In one sense, it is "transitional" government between monarchy and democracy (which suggest monarchy and republic as prerequisites). On possibility is that gets the trade bonuses of republic/democracy; doesn't suffer from the unhappiness of military units in the filed; doesn't have the population growth bonus of "We Love the King Day"; and the "senate" can force cease fires/peace treaties upon the King, but not as often as with Republic/Democracy.

Two other possible governments:

Social democracy: No unhappiness except that caused by military units in the field; these military units in the field cause even more unhappiness than under a democracy; senate can force cease fire/peace treaties even more often than under a democracy; "We Love the King" day allows cities the trade bonus as if it were a Republic/Democracy. ...

"Green" Socialism: Granted, we have to see truly green government yet; but in alternate historical timeline, it could be possible. Like "social democracy," military units in the field cause unhappiness even more so than democracy; likewise, pollution causes unhappiness. The principle advantage of this government would be that, through extensive environmental legislation, the civilization could produce more shields without pollution; but such environmental controls would decrease the amount of money generated by the economy. Furthermore, Solar Plants would turn content citizens into happy citizens in addition to their anti-pollution benefits; while prior to the discovery of fusion power, nuclear plants would cause unhappiness. (I have no idea what the benefits of "We Love the King Day" might be.) In general, a very pacifist government; but increased production without pollution would allow the building of city improvements more quickly.

One government I'd like to see is Aristocracy. It could be like a Monarchy with certain benefits of the Republic. I suppose there's not much to distinguish it, in game terms, from the "Constitutional Monarchy" idea as discussed above. One difference could be that instead of having a Senate which would prevent you from doing certain things, you would just have a class of Nobles who might complain, but couldn't really stop you. Unless you ignored them all the time, then they might force you into a Revolution.

Hm. I suppose there aren't really enough advantages to that to make it appealing to most people, so I doubt anyone else will care for the idea. I haven't thought about it enough to really figure out all the pros and cons and work out the problems. Well, I would be happy to see it added, anyway.

Well said Loaf...

I like the idea of a constitutional monarchy, because it would create some middle-ground between the absolutist types of governing & the more user friendly, modern governmental stiles. It wouldn't even be a complicated system, when you get down to it, it's just a hybrid between monarchy & republic.

I also see a need for a fascist/socialist type of government. Especially with fundy gone. Although, I don't have a clue as to how that type of govt would be run. In my mind there's not a lot of difference between communism, fascism & socialism. I'm pretty sure that I'm wrong in saying that, it's just that I'm not very well educated on that matter.

I don't believe 'constitutional monarchy' would be sufficiently different from 'democracy' *if* it were based on the same dynamics as modern constitutional monarchies such as Australia and Canada. eg. massive protests took place in Australia against the deployment of Australian soldiers to Vietnam and was a major reason for bringing them home under Labor PM Whitlam. The practical differences (pros/cons) between a modern constitutional democracy and 'Democracy' as represented in Civ are minimal.

I like Loaf's idea better - but instead of "Aristocracy" how about 'Oligarchy'. You get the trade bonuses of republic/democracy however if large casualties are suffered in a campaign or you want to declare war on your main trading partner there is a strong risk of falling into anarchy thus representing the (potentially ) competing interests and instability of an Oligarchy. Another down side under an Oligarchy is corruption would have to be higher.

I'd like to see constitutional monarchy also since I like it in real life but we must admit that it is included in Democraty

Oligarchy should replace despotism.
