New Governments, and re-structuring of tech-tree

I was trying to use the Civ3 edit program, doesn't seem like it gives the options I need to make what I've got an idea for.
Are there any user-made utilities which allow much more in-depth tweaking of governments and the tech-tree? Thank you very much, smarty!

I am not sure what you mean, but :

1) If you are trying to tweak more about the government, I am afraid its not possible.

2) If you mean trying to add new government type, I suggest you download the hacked editor from the utilities section of the forum which allow you to add new government types.

3) The current problem with tech tree is that if you add a new tech it will not show up properly on the tech tree. However, this problem should be fixed with the patch that is suppose to be due tomorrow
