[NFP] New Mode: High Maintenance

Goals: Increased variety of play as well as difficulty.

The "bad" news:

Science: Every point generated per turn costs 1 gold. Working a Mount Roraima tile with Science, extra science from Hypatia etc, all cost gold. What you generate is what you pay.

Culture: Every point generate per turn cost 1 gold. What you generate is what you pay.

Unit Promotions: Every promotion increase that unit's maintenance by 1 gold.

Great People: Every attack that has increase combat strength from a Great Person costs 1 gold.

The "good" news:

Trade Routes: Trade routes are increased by 1 for each Market, Lighthouse, Arena and Ferris Wheel in a city.

Encampments: Units built in cities with an Encampment has no maintenance on it's first promotion. Each additional building give one more maintenance free promotion.

Commercial Hub: Banks reduce the cost of science generated in that city by 10%. Stock Exchanges reduce the cost of Science generated in that city by 10% with and additional 10% when powered.

Harbors: Shipyards reduce the cost of science generated in that city by 10%. Stock Exchanges reduce the cost of Science generated in that city by 10% with and additional 10% when powered.

Entertainment Complex / Water Park: Zoos/ Aquarium reduce the cost of culture generated in that city by 10%. Stadium / Aquatics Center reduce the cost of Culture generated in that city by 10% with and additional 10% when powered.

Aerodrome: Hangers reduce the cost of science and culture generated in that city by 10%. Airports reduce the cost of Science and Culture generated in that city by 10% with and additional 10% when powered.
