Here is a scenario I am currently working on. At the moment I have got a blank Europe map with resources and features placed, but no cities yet. Please feel free to post any suggestions or comments; bear with me, as I am relatively new to scenario-making!

Map Size: Standard(ish)
Starting Era: Future
Possible Victories: Cultural, Conquest, Diplomatic (toying with the idea of Time)
Time Period: Begins 2006

Civilisations (Leaders in italics)

Unfortunately the 18 civ only rule limits the accuracy of such a scenario, but I have tried my best! :)

Playable
Russian Federation Vladimir Putin
French Republic Jacques Chirac
Kingdom of Spain Juan Carlos I
German Republic Horst Köhler
United Kingdom Elizabeth II
Italian Republic Giorgio Napolitano
Portuguese Republic Anibal Cavaco Silva
Scandinavia [Denmark, Norway, Sweden, Iceland] Carl XVI Gustaf
Low Countries [Netherlands, Belgium, Luxembourg] Beatrix
Central Europe [Austria, Czech Republic, Switzerland, Slovak Republic, Liechtenstein] Vaclav Klaus
Baltic Alliance [Finland, Estonia, Latvia, Lithuania, Belarus] Tarja Halonen
Polish Republic Lech Kaczynski
Greek Republic Karolos Papoulias

Non-Playable
Balkan Alliance (for want of a better name) [Romania, Hungary, Bulgaria, Albania] Traian Basescu
Turkish Republic Ahmed Necdet Sezer
Yugoslav Alliance [same as former Yugoslavia] Boris Tadic
Ukrainian Republic [Ukraine, Moldova] Viktor Yushchenko

Minor Nations
Other States [Republic of Ireland, parts of North Africa on the map, Cyprus] Jean-Claude Juncker (EU president)

There will be the following alliances:
EU (obviously) - France, Germany, Spain, UK, Scandinavia, Central Europe, Baltic, Italy, Portugal, Low Countries, Poland, Greece
Slavic Alliance - Russia, Ukraine, Balkans, Poland, Yugoslavs

I'm planning to have one wonder in each capital city. Some are obvious (Eiffel Tower, Kremlin, Brandenburg Gate etc), but some I need help with, eg can anyone find a suitable wonder for Belgrade/Lisbon/Stockholm? [BTW, in case you're wondering, I'm not actually Chinese/Japanese - I'm from Ireland, but I just have a Chinese username! :crazyeye: ]

Please post comments, as I'm probably going to need a lot of help with this! :D

Unfortunately at the moment my work is hampered by annoying game crashes - please view this thread and see if you can help:

The better and more realistic alliance than Central Europe is Visegrad Alliance Poland, Czech Republic, Slovakia and Hungary.

why have you choosen horst köhler as german leader? he is "just" the president. the president has only a representative function in germany.
but correct would be if you choose the head of government which is angela merkel.

btw: what is your username in latin-letters? :)

Why do you have Ireland, Cyprus, and North Africa as minor nations? This means they'll be attacked by the other civilizations the whole game.

Shouldn't United Kingdom's leader be Tony Blair since Queen Elizabeth II doesn't have much ruling power anymore?

Belarus in Baltic Alliance ? :rolleyes:

Guys, he did choose the "head of state" for all "countries". though often those are merely figureheads (Queen Liz, german president...) and the real power rests with the prime minister / chancelloress ...

About the "nations"

Russian Federation Vladimir Putin (140 mio inh.)
French Republic Jacques Chirac (60 mio inh.)
Kingdom of Spain Juan Carlos I (44 mio inh.)
German Republic Horst Köhler (82 mio inh.)
United Kingdom Elizabeth II (60 mio inh.)
Italian Republic Giorgio Napolitano (60 mio inh.)
Portuguese Republic Anibal Cavaco Silva (10 mio inh.)
Scandinavia [Denmark (5 mio), Norway (5 mio), Sweden (9 mio), Iceland (0.3 mio)] Carl XVI Gustaf (19 mio inh.)
Low Countries [Netherlands (16 mio), Belgium (10 mio), Luxembourg (0.5 mio)] Beatrix (26 mio inh.)
Central Europe [Austria (8 mio), Czech Republic (10 mio), Switzerland (7 mio), Slovak Republic (5 mio), Liechtenstein (0.03 mio)] Vaclav Klaus (30 mio inh.)
Baltic Alliance [Finland (5 mio), Estonia (1 mio), Latvia (2 mio), Lithuania (3 mio), Belarus (10 mio)] Tarja Halonen (21 mio inh.)
Polish Republic Lech Kaczynski (40 mio inh.)
Greek Republic Karolos Papoulias (11 mio)

Non-Playable
Balkan Alliance (for want of a better name) [Romania (21 mio), Hungary (10 mio), Bulgaria (8 mio), Albania (3.5 mio)] Traian Basescu (42 mio inh.)

Yugoslav Alliance [same as former Yugoslavia] Boris Tadic (20 mio inh.)
Ukrainian Republic [Ukraine, Moldova] Viktor Yushchenko (47 mio inh.)

Minor Nations
Other States [Republic of Ireland (4 mio), parts of North Africa on the map, Cyprus] Jean-Claude Juncker (EU president)

Together 790 mio inhabitants. Approx 200 mio of them (140 mio russians and 75 mio turks) are of questionable european status (both countrie are only with a small part part of Europe), though lets ignore this for now.

790 mio that would be in average 44 mio per one of the 18 nations. Unquestionable those nations that have more then or close to 44 mio inhabitants alone should be an independent nation:

1) Russia (140 mio inh.)
2) German Republic (82 mio inh.)
3) Turkish Republic (74 mio inh.)
4) United Kingdom (65 mio inh.)
5) French Republic (60 mio inh.)
6) Italian Republic (60 mio inh.)
7) Ukrainian Republic (47 mio inh.)
8) Kingdom of Spain (44 mio inh.)
9) Polish Republic (40 mio inh.)

Nine slots easily taken. Remaining 180 mio inhabitants to be spread to 9 "nations, so 20 mio in average.

I'd suggest the following as easy answers:

10) Benelux [Netherlands (16 mio), Belgium (10 mio), Luxembourg (0.5 mio)] (26 mio inh.)

11) Scandinavia [Denmark (5 mio), Norway (5 mio), Sweden (9 mio), Finland (5 mio), Iceland (0.3 mio)] (25 mio inh.)

Those two groups are culturaly closely related and do have important historical ties.

The remaining 130 mio europeans will be a bit harder to divide into 7 "nations, especialy as MANY people will object to the clusters Yugoslavia and Czechoslovakia. A Balkan republic is also rather unlikely to be considered "realistic". You could surely subsume several of those nations into large nations for example the austrians with the germans (yeah, i know, but is a bundle along the KUK lines realy better?).

12) Romania (21 mio)

13) Yugoslav Alliance [same as former Yugoslavia] (20 mio inh.)

-> Alp Republic [Austria (8 mio), Switzerland (7 mio), Liechtenstein (0.03 mio)] (15 mio inh.) -> Austria and Liechtenstein bundled into Germany, Switzerland with Germany and France.

14) Czechoslovakia [Czech Republic (10 mio), Slovak Republic (5 mio)] (15 mio inh.)

15) Greek Republic Karolos Papoulias (11 mio)

16) Portuguese Republic (10 mio inh.)

17) Hungary (10 mio)

-> Belarus (10 mio inh.) -> bundled with Russia

18) Bulgaria (8 mio)

-> Baltic Alliance [Estonia (1 mio), Latvia (2 mio), Lithuania (3 mio)] (6 mio inh.) -> best bundled with Scandinavia, other possibility Russia or Poland

-> Republic of Ireland (4 mio) -> best bundled with UK, yes, yes, as "peacefull" a nation as Yugoslavia or czechoslovakia.

I'm sure at least someone from this forum expected me to comment. :lol:

Here are some flaws I see. For one, there is no such thing as Yugoslavia, it no longer exists, thus it is stupid to include it in a modern (supposedly present-day) scenario. You also have a Serb leader as the head of this non-existant faction: the reason Yugoslavia exists no more is because none of the former republics wanted to be part of it under Serb control.

Regarding your alliance system, you have "Balkans" in under the "Slavic Alliance." That is innacurate and insulting to both the Albanians and Romanians which are not Slavic and take pride in their struggles with their Slavic enemies.

My suggestion for better accuracy is choosing another name besides Yugoslavia, and creating a third alliance to accomodate Albania, Hungary, and Romania: maybe non-EU/non-Slavic Alliance :lol:

Hello, sorry I have not been posting for a while, I have been away on holiday. :cool:
Evidently this is going to be a much bigger task than I thought at first... :eek: Obviously with only 18 civs possible it is very difficult to create an accurate scenario of modern Europe. Many thanks to all who posted comments, I really appreciate the feedback. :goodjob: As with any Europe scenario, there is great possibility of offending many people due to the complicated history and cultures in the continent, and I'll try my best not to cause offence - it is most certainly not my aim; rather, my aim is to make an enjoyable scenario which is as accurate as possible.

EDIT: With Warlords it is now possible to increase the number of civs, but this could seriously hamper gameplay and I don't really want to do that... this means that I'll have to settle for a smaller number of civs.

It might in fact be more fun to reduce the number of civs and combine all the Slavic countries together. This means that the scenario will not be as accurate, but it may be more enjoyable to play; a hyper-accurate scenario which takes hours to load will be no use to anyone!

OK, here is my suggestion for a 13-civ Europe scenario (suggested leaders in Italics):

1. Russian Alliance [Russia, Ukraine, Belarus] Vladimir Putin
2. Germanic Alliance [Germany, Austria, German Switzerland, Netherlands, Liechtenstein] Angela Merkel
3. Turkish Alliance [Turkey, Turkish Cyprus, Bulgaria] Recep Erdogan
4. French Alliance [France, Belgium, Luxembourg, French Switzerland, Monaco, Algeria, Tunisia] Jacques Chirac
5. Scandinavian Alliance [Denmark, Norway, Sweden, Iceland] Göran Persson
6. British Alliance [UK, Eire] Tony Blair
7. Iberian Alliance [Spain, Portugal, Morocco] Jose Rodriguez Zapatero
8. Italian Alliance [Italy, Italian Switzerland, Slovenia] Romano Prodi
9. Visegrad Alliance (thanks REDY!) [Poland, Czech Republic, Slovakia, Hungary] Lech Kaczynski
10. Baltic Alliance [Finland, Estonia, Latvia, Lithuania] Tarja Halonen
11. Adriatic Alliance [Croatia, Bosnia-Herzegovina, Montenegro, Albania] Ivo Sanader
12. Transylvanian Alliance [Romania, Serbia] Traian Basescu
13. Hellenic Alliance [Greece, FYROM] Karolos Papoulias
Some of the leaders are the Heads of State rather than Prime Ministers - usually this is for the sake of brevity (eg Kaczynski rather than Marcinkiewicz!).

I was also planning to have different religions:
Roman Catholicism, holy city Rome
Orthodox Church, holy city Istanbul
Protestantism, holy city Berlin
Islam, holy city Ankara
Judaism, holy city Paris
Hinduism, holy city London

I think this might be a lot more fun than the previous idea - any comments?

To give you an idea of what this could look like, here is a map I drew.

1 = British Alliance
2 = French Alliance
3 = Germanic Alliance
4 = Iberian Alliance
5 = Italian Alliance
6 = Visegrad Alliance
7 = Russian Alliance
8 = Scandinavian Alliance
9 = Baltic Alliance
10 = Transylvanian Alliance
11 = Adriatic Alliance
12 = Turkish Alliance
13 = Hellenic Alliance
