I know that this has been discussed in many different threads, but I just wanted to make a single coherent thread.

For me the most important change that I want for Civ 4 is for new nations to be created. This can be done in many different ways, and I hope that all, or at least some of them are used.

The ways new nations could appear are:
1) Barbarians could form a new country, or conquer a city and make that the capitol of a new country
2) Parts of different civilizations could rebel/secede and form their own country. The nation they left could choose whether to treat this as an act of war and conquer the new nation, or to let them go.
3) Players could make parts of their empire semi-autonomous vassels, who have a locked alliance with you and you have some degree of control over. These vassels would be independant countries if you chose to make so, or if you were conquered.
4) Conquered nations would retain some of their nationality for a lot longer and could rebel to gain their independance. You could also free them at a later time or they could be freed by opposing countries.
5) In the diplomacy window civs could demand that you give independance to an area. This would be like at the end of WW1 when the allies divided up austria-hungary.

Any comments? Do you agree that these changes should be implemented? Disagree? If so, why?

And also like a colony option. It is controled by the head nation but has a different nationality, etc deprieved of representation, etc. basically imperialism. These countries may revolt, or simply shut down production.
