I got an idea (based off the Massive Assault game)

The world has many large unions (instead of modern day nations) and there are talks of world unity. But there are two sides, each with a different view of the world. The members of these sides are underground. So the two sides dont know who's on which side. BUT, there are several nations that aren't on either side! So you will have to wait until each side reveals who's in the alliance. And so on. The two sides would always fight until one of them is dead.
