If you are new to multiplayer online, here are some good tips that I found useful:
1) Join at Case's ladder. http://www.myleague.com/civ3players
By and large the players that I have met there are extremely helpful, and have patience with newbies. Even the Really Really Really good players! Playing ladder games are more personally enjoyable, and it helps to cut down on players quitting in the middle of the game, which happens quite often in non-ladder games. Also, you will be eligible to play in tournaments.
2) Join the ladder forum. http://civ3players.proboards70.com/
This is the ACTIVE forum for Case's ladder Civ3 players.
3) Get a Gamespy account. You will use that for chat and for finding games to join. The chat lobby and games are the same ones that you see when you load your Civ3 internet game, but you need the Gamespy account to be open so you can chat and PM for passwords for ladder games. Your Gamespy account user nick should be only Slightly different from your Civ3 game nick.
Playing online is MUCH different than playing by yourself against AI. More wars, and most games are elimination, that means that if you lose one city, your entire civilization is destroyed. Also usually 90 turn limit games. Average game will last about 2 hours. Be prepared for combat, and lots of it!
Hang out in the lobby and wait for a ladder game. There are different types, anc (ancient) and fut (future) to name a couple, 3cc (3 city challenge), team, FFA (free for all) CTON, (no alliances allowed) etc.
I'm still a noob myself, and learning as I go. I'll come back and add anything else I find useful, and if anyone else has suggestions please post them here.
Have fun!
