Just joined first post.

I have UK Civ 3 and PTW with latest patches.

When I 'm at war, I can only move one square at a time through enemy territory. The enemy has no such constraint. Is this a bug, or can't I read?

Not really a technical question - I moved it to General Discussion. ;)

A little more info would be nice. A screenshot would be excellent, showing where you are, and where the enemy is, and then showing what you and they do on repsecive turns. :)

When in "enemy territory", you can't use their roads or rails, so all 'one"-movement units can only move one tile. But 2- and 3-movement units should be able to move correctly, unless there are other factors we can't see without a better description/screenshot. :)
 
If the AI is not at war with the civ in question, it frequently signs ROP (right of passage) agreements. ROP allows you to use other civs' roads and rails as if they were yours. Without it, it's as if the tiles weren't roaded/railed.

ROP goes both ways (the civ you sign with can also use your roads, etcetera) so use it with caution.

However, you can use units to block AI units if you have a ROP. A bit exploitive, but it is sometimes necessary to keep the AI from making your terrain unimprovable or untravelable.
