Right, you can't. Saltpeter is what i think you are referring to.

To use a stragetic resource, you just need a road to it. Mining is not required. This will allow you to use a resource that is outside your city radius'. If you have one inside your radius', you can work the tile and recieve bonus' to it. But the resource must be connected by a road to a city inside your cultural borders in order to be used. And every other city must be connected to that city via roads/harbors/airports in order to use it as well.

If it is outside your cultural borders, you'll need to have a worker make a road to it, and then build a colony. This button will show up when the worker can build it, and it looks like a square with three dots around it. The worker will morph into the colony, and you will not be able to use the worker anymore.
 
A source of what? Starts with an S, must be salpeter. You get access to resources by connecting them with roads. If your city is on top of it, it's already connected since the city has a road!
 
Thanks alot, btw how do I sign military alliances? I'm up against the Zulus but they've signed one with Bablyon, and I'm on friendly terms with the rest.
 
Yes I'm at war with them, does that mean I can't sign with my trading countries unless they're in war, and they instigate it?
 
If you are already at war with the Zulu, then you can get other countries to join you by having an embassy established with them, and then just ask them (they will probably want something for it though, like a tech, or cash).

Do you know how to establish an embassy?
 
No, you can get all AI civs (except the civs you're at war with) to sign a military alliance, but you have to be at war with the civ you want to sign the alliance against. If a civ signs, it automatically declares war on the enemy.
Technically, you don't have to be at war to sign a military alliance, but the AI simply won't sign otherwise. Sometimes you have to 'compensate' (read: bribe) them with some gold.
 
You could draw them into a war. You do need an embassy with them, however. If you don't have one, create one in their captial city, and then you can ask them to join war with you. If they don't want to do it with the first option, click on the "What would you need" and see if you can afford it. The AI won't make an offer you couldn't uphold, at least initially, so you don't have to worry about them asking for 1000gold if you only have 500. If you can't afford it, the AI won't offer. Of course, you can try and haggle, and if the AI proposes something you don't like, you don't have to take it.
 
Sorry to trouble you guys, but how do I setup an embassy if the capital city is in fog? Thanks for all the great help!
 
Double click on the star next to your capital. Or press the little 'e' in the lower right of the screen.

There is also a short cut key. I think it was contol-E in Civ3, but that isn't the shorcut in PTW. That screwed me up in one game.
 
It's just 'E' in PTW. From the Espionage screen you can build embassies as missions.
 
Will my bombers and jet fighters always show the most up-to-date view of the enemy map and its improvements, that is within their operational range?
And how do I get up-to-date maps of the rest of the enemy civ's empire when I am at war?

I believe that the air units will update the maps, but it's been a while, so I may be off. I'm almost positive it does, however.

You can try trading world maps with a neutral civ. Even an ally might have an updated map, and you can trade for that. Or get a bunch of obsolete/cheap units, and suicide them into the territory, updated your map.

What do I need to have embassies? I swear I just had it, but it disappeared. Anyway, I've learnt democracy, but I can't seem to use it, I'm still stuck at Republic!
 
Can you clarify on 'it just disappeared'? With respect to the governments, all you have to do is go to the F1 screen and click on the button that currently says 'Republic'; the advisor will ask if want to revolt.

Embassies are required for diplomatic agreements like Right of Passage and Mutual Protection Pact. They also allow for the investigate city option.

They also improve your relations, so it's good to buy when you have spare cash.

The only time I've seen an embassy disappear is when a civ respawned, but that was awhile ago. Need to confirm that one on PTW.

Sometimes when you get a government tech in trade you do not get the Change of Government popup. I think Shift-G is the government hotkey.
 
Embassies close during times of war. Perhaps this is what happened? Make peace and it will 'reappear'.
 
I had 3 artillery units at the shore to attack an ironclad. I bombarded with the first two units, it would not let me target the ship with my third unit. Is there a limit on this?
