It don't mean a thing....
I assume you know that the city radius only covers 21 squares (including the city itself at the centre), and that you can only access resources from within this radius. Each extra population gives you another worker to allocate on a square in the radius. Mix and match these to get a good balance of food, trade and shields - say, grassland (shield) for one, water for another and forest for the third. (This example has size 3 city and no resources).
You can find out how the radius works by looking somewhere else on the site, but I'm going to try to show it anyway, so I'm sorry if it goes wrong:

Where x is a square you can use and o is the city. Try to bear this in mind when choosing city sites. If you can find a site with a good selection of resources and that does not overlap another city's radius then build! I apologise if you knew this admittedly very basic info, but your post above about having three whales and iron and gold suggests that you don't understand properly how the city resources work.
Practice makes perfect! Keep experimenting to find your favourite resources and then seek them out and build by them!
