-downloaded and extracted binkw32.zip
-downloaded and installed MSSDemo.exe (The Miles Sound System Demos)
(get it from here)
-downloaded and installed python-2.4.2.msi
(get it from here)

-backed up binkw32.dll (1.5.21.0)
-copied binkw32.dll (1.8.3.0) to Civ4\

-backed up mss32.dll (7.0.2.0)
-copied mss32.dll (7.0.4.0) from C:\MilesDem\tools\win\ to Civ4\
-backed up everything in Civ4\Miles\win32\
-copied everything from C:\MilesDem\redist\ to Civ4\Miles\win32

-backed up python24.dll (2.4.1150.1012)
-copied python24.dll (2.4.2150.1012) from C:\WINDOWS\system32\ to Civ4\

-cleared cache in C:\Documents and Settings\[your windows login name]\Application Data\My Games\Sid Meier's Civilization 4\cache\

Always make a back up of any file you're modifying/replacing.

Result:

After upgrading my video card to GeForce 6600, the Stonehenge wonder movie still stutters, but after replacing the files above, it doesn't stutters anymore. Could someone try this out and see if you get the same result?

EDIT: Forgot to attached binkw32.zip

Ok, thanks again, did you clear the cache after replacing the files?

I might go back and revert to the original files and see if it stutters, then replace them again to see if it fixes it.

Argg...spent too much time on this, gotta study. Could some more people try this out and see if it works for you?
 
Still get stuttering in the intro movie with the new .dll and after clearing cache. Thanks for the tip, though! Glad it's working for some.
