It seems to me that stuff like this should be avoided. That can be done by capping territory points at what you get right at the domination limit.
That said, congratulations to everyone who won or at least had fun playing.

This is the turn of conquest... His pop percentation is by definition 100%. Indeed, I was wondering the same thing as dynamicspirit when I saw the file...

However, upon some investigation:

There where just under 900 land tiles on this map (887), so the difference between Hendriksons ~75% land, and the victory trigerring 64% is about 88 tiles. So, we have to assume that he gained ~90+ tiles on the last turn.

Looking at the turn log, on the last turn he:
-Founded 5 cities.
-Had 16 !! cities (if I counted right, could be off by one or two) have border expansions.
-Captured about 3 cities.
