To be honest, it seems to me that this statue is there only because no one played this game in the most advantageous way for a 100k, yours truly included. I didn't allocate much budget for culture until the expansion phase was basically over, and even after that i gave priority to markets, banks, factories and courthouses over cathedrals and colosseums. Also, i didn't ICS at all. That date might have been beaten by several centuries.
