What is the ranking system for the low awards? Are they weighted by victory condition or some other score?

On the GOTM Low Awards page I'm listed with five shields, yet some players with only three are ranked higher than me...

The rankings are inherited from the fast finish awards table, where a player with a larger number of *different* victory condition awards ranks higher. We favour people who achieve variety
