Now that you mention it, they might wait until after initial release before initiating multiple leaders. That way players can get used to the first leader for each Civ. That may also be why there are only a couple of potential civs with multiple leaders at this point.Based on the Deluxe edition (and the 25th anniversary) there's four DLCs coming soon enough after release that some people may want to effectively preorder them. Some of them should have Leaders / Civilizations, so if the artists have already finished the first pass of all vanilla leader assets they may well have already started the DLC leader assets.
Because the extras leaders will be DLC and they wanted people to start with one per civ to get used to the new mechanics. These leaders seem more unique than Civ IV leaders were...I find it hard to understand why they wouldn't release both leaders of a Civ at the same time. It just doesn't make sense to me.

So having said that, I'm confused as hell as to what is going on with Gorgo now. Is she part of the base game? Is she a leader of a separate Greece (two Greek civilizations)? Is she a second leader alongside Pericles? Or is this Firaxis trolling / teasing the community once again about multiple leaders? The world may never know for another five weeks...
Hm, there is still a true Science focused civ missing. Sure, Brazil gets an early bonus, Japan has a double district adjacency bonus, China has stronger eurekas and spain gets the mission.
Which is why they haven't been pressing the fact. It all makes perfect sense to me. Yes, it well appear in the civilopedia. But most people will overlook it until the actual second leaders are released. Ed's leak spoiled that.Just imagine a customer who buys only a base game (dlcs are optional) in which it is written that some civs have multiple leaders. That would not be true (what the game says). Thus, Gorgo must be the second leader in the base game.
As to that, the leak was more clearly a mistake. Just because Gorgo was in the build, doesn't mean that she was intended for base. They could have had her in the build to test out never intending her reveal. That because they were uncertain or not intending her for base game.Except that doesn't explain why Gorgo's name showed up in the Civlopedia when Ed revealed all the leader names. The general consensus is that the DLC civilizations / leaders are not in the Civlopedia (hence why we didn't see Isabella / Spain and Jadwiga / Poland) at this point in time and that what is shown there is what will be in the base game. There's no such thing as full focus in Civ6 and that's good thing. We could expect a bit more scientific civ, though.
Won't pick Rome again as its too close to Greece, so I'll head to Asia and mother Russia!
