Octavia’s Point: Phalanx garrison moves in. Dilemma – if city is lost, both settlers are lost, as neither can found city this turn. Quick calculation shows a settler has a reasonable chance to survive a legion attack. Close settler garrisons city hoping to survive long enough for founding of Wheat City. Dellham diplomat rushes toward OP.

Beast Flats diplomat boards trireme, will land at Civvium to travel toward LC to replace Dellham dip.

New land found NE of Eboracum. Horsemen discover Viborg (size 4) NNW of Uppsala. Diplomat moves nearby.

1. Military plans to deal with the barbs. Bribe 2 legions, legion and trireme, or ?? Mobilize MD or Ebo archer?
2. How to proceed in Roskilde/Fruit City area (city can be founded this turn).
3. Deliver Elysium Wine to Vikings? Wine demanded by Viborg and Trondheim.
4. Where does the Reneaux Silk go? Will Delhi allow 2 Silk deliveries?
5. Where to deploy phalanx and legion now in/near Dellham? They were headed toward Boreum.

420AD Status of the NUF Monarchy - 400 gold

Very sad, the loss of Octavia's Point, and I mourn its two Settlers. On the bright side, NUF is about to build Mike's Chapel of Happiness, so we can use more GrassLand Food, Settlers and Irrigation. RC is again celebrating with great increase in Trade Route Income and Science, Uppsala is preserved, and the LC Trireme is ready.

Very clever, sir, to bring the Beast Flats Diplomat over to serve as LC Captain, and to plan Trade Deliveries with the Vikings. Many units may still move: The DH Dip near the Barbs, Elysium Wine, LC Trireme and Archer, Neuma Legion (S of DH), and Reneaux Silk.

Mr. President, I have many questions for our Citizens, beginning:
  • Shall we continue 30% Tax, 70% Max Science?
  • Shall we try to raise cash?
  • Build enough Diplomats? What to do with each?
  • Build more Settlers, which are needed everywhere?
  • Explore the land South of Elysium?
  • What about the enemy city Jayne spotted? Antioch?
  • Subvert Viborg? $436?
  • How will we secure Uppsala?
  • Manage the disbanding of Roskilde? $85?
  • IPRB $50 Bedfont Lakes, to release the Elysium Wine?
  • Shall we finally build Fruit City?
  • Prebuild Crusaders? Where would we deploy such units?
  • What is Republic? How is it important to NUF?
  • Are there more Domestic and Foreign Trade opportunities?
  • Shall we build Marco Polo's Embassy immediately after Mike's?
  • Shall we build the Courthouse of Elysium? or MarketPlace?

NUF is again #1 in Manufacturing, Land Area and Productivity, slipped to #2 in Population, gained to #2 in Family Size. The Manufacturing decrease and Family Size increase are due to increased food micromanagement in anticipation of Mike's Chapel in 4 turns. RC and Elysium are each gaining 3*3 Trade Arrows, a total of 18; GG and Ren have +1 each. These Barb Legions are a painful loss of productivity, while our strategies destroy the Vikings, and we continue to plan more cities, and larger cities. The loss of the OP Settlers is particularly devastating to me, sir, since we could have built two cities with them long ago.

Our strategies are a concern to our foolish enemies, as we continue to plan more cities, and larger cities.

Researching Monotheism (due in 4 turns), known: Alphabet, Astronomy, Bronze, CBurial, CodeLaws, Construction, Currency, HBR - Horse Back Riding, Iron Working, Literacy, Map Making, Masonry, Mathematics, Monarchy, Mysticism, Philosophy, Polytheism Elephants, Pottery, Trade, WarriorCode, Wheel and Writing.

We own the same 11 Temples and 2 Libraries, also a Barracks in Uppsala, and are building The MarketPlace of Elysium, 7.Caravans, 8.Diplomats, 4.Settlers, and 3.Infantry.

We own 4 Triremes, only 3 Diplomats, and 10 Caravans, many swarming near REGIA CIVITAS.

The RC Food caravan might need to rehome in LN for delivery into the RC Wonder, and the Elysium Silk seems also required to provide 8 Caravans in 4 turns for Mike's.

Citizens, I am again afraid to recommend the Boreum Bridge Filler City. On the River Bend, between OP Reneaux and Eboracum, exactly 2 squares E of Reneaux. That site would connect our Boreum cities to our Kingdom, and facilitate both a harvest of caravans and support of our new North Eastern Expedition. The Boreum River Bridge may have provided the agility to save Octavia's Point. The MD Settler is in position to found this city. Btw, I don't give a hoot that it will slightly restrict OP's size 1000 years from now. But, I am tired. Who will champion this city?

We are building Roads CJ - LC, near Dellham, Ren - Boreum, Ros - Fruit. We sorely lack Settlers and Irrigation.

The Barbs aren't technically Vets, but with them set to raging Hordes, they get a 50% attack bonus, so you can consider any Barb units as vets when they attack, but not when they defend.

We can take care of the Barbs for as little as 164 gold (82x2), or also get the trireme and spend 246 (82x3) gold. If we move the diplomat along the river, he can then bribe the legion SW of him for 82 gold (home city should be Mordhiemia). We can then attack the next legion SW of him. The diplomat can then move along the river and bribe the legion NE for 82 gold (home city should be Eboracum). That will eliminate the threat.

If we want the ship, we can bribe the first legion (82), then the legion (82) SW of him, then the boat (82). The other legion will have one turn to move, if he gets next to the city, the units in the city can attack him, if not the legions we bribed can get into position to attack him. If we do it this way however, they will all be supported by Mord and it would have 0 shields left over for production.

Too bad we lost the island settler... :( There was not enough time to have him build a city no matter when he was standing?

Also, can we move a unit into The Udal? Having an open city right in the Vikings face concerns me. If we move one unit in, we should still be able to keep the city content without any elvi.

As per the marketplace/courthouse question. We currently have 6 gold and 44 science being generated in the city (6/0/44). If we built a courthouse it would be 7/0/50. If a Marketplace 9/0/44.

So, at current tax rates, the courthouse would be +1 gold, +6 science. Marketplace would be +3 gold. I vote courthouse since the cities main function is to generate science.
 
I think we should mobalize the units that is near the barbarian threat. Untill then have the Diplomat bribe one of the healthy legions. Keep sending the phalanx and legion too Boreum.

Building a city and then disbanding it would have been an alternative, but maybe the settler was the first unit to do his work that turn:(
We should replace that city as soon as the barbs are gone. We should also make sure that all cities can be reached by a diplomat or an offensive unit in one turn, so that we next time can defend our cities in the core, at least, against weaker people.
 
It happened. MonkE did the best he could. We must provide a Guard Dip, within 5 movements of every point. And rebuild. The loss of this city, its two settlers, etc, really screws up Boreum and the new Island. The rest is fine.

So we build Mike's! Courthouse? Marco? Trade Routes?
 
Detailed Aonia Status 420AD:

We will learn of Monotheism , hence Mike's, in 3 or 4 turns. The constraint is RC Diplomat in 4. Hence, we can plan to build Mike's after 4 turns, on the fifth turn.

The Duke has raised a very important point above.
"We currently have 6 gold and 44 science being generated in Elysium (6/0/44). If we built a courthouse it would be 7/0/50. If a Marketplace 9/0/44." -DoM   Courthouse gains 7, Market only 3. Even if the details are wrong, it will eventually be so, and we'll build the Market second anyway.

Investing $38 or $50 in the BFL Caravan is a profit item, not an expense. The Elysium Wine it releases will surely pay more than a paltry $50 when it is delivered into Viborg or Trondheim Demand. If anyone wants to download and decide if $38 will work, it can save us $12 and cost us no time.

The Monks Towne and Neuma Caravans will arrive shortly after we build Mike's. We may plan RC to build Dip, Mike's, Settler, then Marco.

It will be best to have a clear idea of the mission of each Diplomat we build. While we need many, all other production could best serve us as Settlers and Caravans. Resolving the Barbs will break our treasury. We won't be buying a Viking city anytime soon.

General Comments on Mike's and Settlers
Now we want to grow. Plains serfs move to Grassland. I also prefer building new cities. To grow means more irrigation, also that rebuilding Octavia's Point is a priority. Cities with Temples already should grow. Others with much Grassland should build Settlers. We need a Dip Captain for every Trireme, and a Guard Dip within 5 Road movements of every point. Think about it.
 
Looking at the world of NUF thru my Rose Colored Glasses, I see: We are about to build Mike's Chapel of Happiness, even marriage and fecundity. Serfs will be moving to Greener pastures. Our new found love of Diplomats will prepare us well for a harsh world, and a Republic Government as well. We recognize the need for more Settlers, more irrigation, more cities for Republic Unhappiness Support, which will also provide more productivity. Some cities already have Temples - these may now grow. Exception: REGIA CIVITAS might be more productive remaining at Size=5. Elysium needs one irrigation desperately.

Being Deity Level, many things have been confusing. Having our SSC (Super Science City) separate from our Capital is also odd. The Courthouse Poll is running in favor of the Elysium Courthouse, because it is good for productivity, as well as good for Science. Elysium will then start a Marketplace. In that same poll, we have decided (thus far):
  Keep Tax 30%, Science 70%, Max Science.
  Spend whatever it takes to eradicate the Barbs,
    modest, according to MonkE, see Boreum 420AD.
  Invest the $38 or $50 on the BFL Caravan.
  Swap Whale and Elvis each turn, rather than spend on Roskilde
  RC start a Dip or Caravan after Mike's, then perhaps Marco
  Explore the island South of Elysium!
  Penguin Flats: Warrior to explore Pole, Westwards

Other controversies are being resolved:
  Rebuild Octavia's Point, at the same River Mouth, 2NE of Lake.
  Whale City: Plains SE of Indian Whale, Not Mountain

I posted a detailed plan in Chryshe 420AD, which takes that vote into account. I also show why a Udal Temple simply will not work. Udal will best serve NUF by switching from Archer to Settler. It already supports a Trireme, and needs irrigation to grow.

Mr President, the citizens who elected you command you to do the following on their behalf...... (re-polls and people changing their minds taken into account).

FA: Build archer or dip next. Please bear in mind this city currently has no defence in, or immediately outside the city!:eek:

Disband Roskilde ASAP. Hire Elvis every alternate turn.

Send Neuma settler to found Whale City (on plains?)

MT has no unit within a turn of the city. If an enemy unit has slipped through the area between LC and FA it will be captured!!!! I suggest finding a unit to post outside the city.

CJ phalanx to be moved back inside city and fortified. WLTQD continues.

Move archer into Udal and fortify until current unit built. Leave legion where it is so there is a unit within one turn of FA. Otherwise....(see MT comment)

May I also suggest leaving chariot with the Viking settler.

Governor Jayne, President MonkE, I entreat you to reconsider these three matters:

The Udal Temple will not work. It will run out of food, and not grow anyway. Also, we need no more Temples now that we will have Mike's Chapel of Happiness. Switch Archer to Settler.

Monks Towne will better serve NUF by finishing its Caravan, then starting a Settler.

While it would be a shame to loose FA, haven't we finally cleared our Island? Since The People and Governor have requested Dell and FA build a Dip and Caravan, let Dellham build the Dip in 4, and send it to guard FA, then explore to clear the Hills. That is the quickest productive solution. FA Carvan after Caravan. You could also bring back FA Legion, since the Trireme pickup is 5 turns away at earliest.
 
The recent difference of opinion between the poll results and our Domestic Advisor's recommendations have led me to consider these questions: What is the true purpose of the polls? Are they to be considered as binding referenda or are they simply to sample the citizen opinions? Once the poll results are in, how much discretion by the Cabinet and President should be allowed?

The Constitution suggests that poll results should be followed. It also gives Department Heads the right to make decisions on their own. Election of a Department Head presumes some level of trust in that person. Generally, the President is expected to act according to the advice given by the Cabinet, but as the Head of the Department Heads and the one who actually carries out game play, the President has the final say. But I do not wish to be autocratic and impose my will on the game just for the sake of doing so.

We now have the Domestic Advisor (re-elected with much popular support) suggesting changes to some of the poll results in very strong terms. In this case, I must seriously consider departing from the polls, taking into account the various opinions posted by the citizens in the forum.

In making a decision in such a case, more weight must be given to postings of citizens' opinions and reasons than to votes cast in polls without any supporting posts. Much weight is also given to the Advisors reasoning.

I hope that anyone who has a strong preference on the issues at hand will have time to post today before game play in about 7 hours.

Of course I will take full responsibility for all game actions. My only intention is to best serve the interests of NUF. Unpopular decisions may not always be avoidable. The only certainty is that the citizens will show their opinion of the elected officers in the next election.

FWIW, I would consider the polls to be the President's mandate. The Advisor's role is to suggest what they think is the best course of action and argue for it, but it is ultimately up to the people to decide, not the advisors. Otherwise we don't have a democracy, but simply a team game with a bunch of observers. Following the will of the people is not a guarantee of that being the best course of action, but that is the price for democracy.
