Is the nif viewer in all of the tutorials the plugin for 3d studio? in one of the tutorials they say something about a tool from firaxis being called nifviewer, and was wondering if anyone could point me to it. thanks sorry for asking so many questions.

Yes it is, BUT it can run without 3DS Max, which is the only reason i have it. Kael posted a download link somewhere, i believe in te main C&C Forum.

You can also use Nifskope, as I've heard each one has their own strengths and weaknesses.

Nifviewer is also called Sceneview. Both programs use different render software, when you open a nif with it. Depending on which kind of unit you open, it might look better in one program or the other (because they use different texture options). You are probably asking because viewing units to reskin. Personally I prefer Nifviewer when reskining ships, mechanic units or buildings and NifSkope for foot and mounted units.
