No access to surrounding irrigation??

As you can see from the map view, Kabul (center top) is CxxC away from the city on its left (the capital Samarkan) and the city to its south (Bokhara). It does overlap with only one corner tile with the city to its SE (Karakorum). Yet for some reason it isn't allowed to use the very tiles which are defined to be used by a city in the game - the tiles in its immediate vicinity. So my question is: why doesn't the city of Kabul have access to its own surrounding irrigation??

There's a significant level of overlap with large cities built that close together. No matter what relative proximity, a tile can be used by only one city, friend or foe. Options:

  • Limit city sizes (e.g. via more forest/mine tiles) such that encroachment is not an issue
  • Micromanage resource tiles for better efficiency
  • Build cities farther away from each other
 
Like Whelkman said, because your other cities are on the tiles working them already.
