no "buy" option

after I obtain and implement the civic that should allow me to complete projects using gold, I do not see the "buy" option anywhere. Anyone have same problem???

Small icon lower-right of city panel.
Doesn't look like... but it is.
It's over "auto management" buttons.

It will still be greyed out unless you have the required gold.

Also you HAVE to have Universal Sufferage Civic for it to work.
