No DirectX 10 & 11 ? Service Pack 2 ?

Hi

I cannot run the game in DX10 mode. There is info that I need Service Pack 2? How come? I have Win7 and there was no Service Pack 2 for Win7?
Before I had CIV5 Brave New Worlds I coul play Civ in DX10 mode. Now only DX9 - how come?

I've been getting the same thing, when I run Civ V from my Steam library, but when I use the shortcut on my desktop, which is for DX10, it runs ok. On the downside, since the last update, and continuing with BNW the game has been crashing quite frequently...
