No DLC content + no Scenario tab?

When I played this game during free weekend, there was a scenario button on it. Yesterday I bought it during the sale, (GOTY version) and now there is no scenario tab available at main menu, and DLC civs (Viking, Babylon) isn't showing up on the civ picking screen. What's going on???

Nevermind, works now. I went into multi and it said that I can't play internet multi with offline mode. Apparently, it thought that I was using Steam offline mode (which I think disabled DLCs). I restarted Steam and now it works fine.

Playing in offline mode does not disable DLC. It may have been in the process of downloading them and not quite finished when you went offline.
