No Happiness from Representation in v106.6b

Hello,

Was playing with v106.6beta tonight as Egypt, and noticed that after obtaining the Representation social policy, I did not get the expected +5 happiness increase.

Am currently slowing building roads, so it will be awhile before I can check whether the +.5 happiness per connected city is working. Will post back with more results once the roads get built.

There were a bunch of bugs in v.6, so I released v.7 soon after. There was a typo in the Policies file. Whenever the game encounters a problem in files like that, it ignores the whole file.
