I think part of the reason is also that the major linchpin for Civ5 was 1UPT and its cascading effect on the game design. Many Civ6 decisions kind of double down on these decisions (builders fit the 1UPT paradigm much better than workers, so do districts, theological combat, the gimmicky GP abilities etc), meaning those who would be most annoyed by the direction (more tile-based effects/strategy/tactics) have already left the fan base.
Plus, it's just a so much more interesting game than Civ5. Civ5 cut complexity compared to Civ4, Civ6 adds a lot more options. Even if it's a big buggy (UI) and not quite balanced, it stays interesting. Civ5 (vanilla launch version, at least) had lots of dead stretches in the mid- and late-game and boredom is the worst thing a game can deliver.
