no one attacks me - it is boring!!

How about you set up a custom game with... i dont know... say PERMANENT WAR?

Thats the whole point to Always War - he wants war but no-one attacks him problem solved!

Change your religion and start being a jerk.

Personally I would rather initiate a war then have the AI jump me... as he always waits till Im sittin on the john with my pants to my ankles.
I would suggest playing the level you are comfortable with, and pick a weak neighbor, find his weaknesses then lob your troops at him. Do it early as you deem fit, then it will cause a rift between you and (whoever is friends with the poor sap) That rift will grow into hatred eventually, after "sides" are drawn and people quit trading with each other over it. Once you get on the war wagon, the adventure begins and seems to be non-stop for me.
My advice, play a little more aggressively, and that will cause tensions and aggression towards you. Dont throw the level way up, cause if youre not real experienced at war already, theyll eat you for breakfast and by dinner theyll be pee-ing on your gravestone.

All of the above. Go to Noble difficulty level, add 3-4 extra AI's, make sure Napoleon, Isabella, and Montezuma are all there, and turn on Aggressive AI. Have fun.

yeah putting Montezuma and having Aggressive AI on along with ragging barbs always works but then again just by putting Montezuma on you'll get a fight he fights anyone

My problem is that they hardly ever seem to attack each other, i'll get attacked if there more powerful than me but the whole game often goes by without them fighting between them, its very frustrating.

More often than not this is because
1) humans frequently build fewer units than the AIs do
2) humans frequently upgrade units less promptly (if at all) than the AIs do

Both of these are key things that result in an AI thinking it will be successful if it attacks you. In addition, they are key things that result in the AI thinking it won't be as successful attacking another AI.

I would try not to make any judgements about the game until you start playing at least Emperor level. The jump in difficulty between Monarch and Emperor is considerable. I would say the game really begins at that level and anything Monarch or lower is just practice to see how the game operates.
Since there is only one level above Emperor (Deity), how can you justify this statement?

Besides that, I find that any levels above Monarch limit you to a few specific strategies in order to be successful. I enjoy being able to adapt my own strategies to win. I'd rather stay on Prince or Monarch, have a decent challenge(nothing to bang my head about, mind you), and have fun with it. I am able to have a hybrid economy and maybe grab a religion or two even tho I'm not spiritual but still be able to keep up with my military. All this while having a decent challenge. It's a lot more fun to me.

It's all a matter of play style and preference, I guess.

Then the key question remains, how to make them attack each other more often?
or can it only done by a Mod...

I think what the OP is just complaing that CivIV is different than CivIII. In 3 it was very common to have 1 A.I. attack you, they they sign an alliance with another, then another, next thing you know 1/2 world is at war with you.

In Civ IV generally the AI dosen't ally as much. I like this as you play against different AI than just 1 AI with different names.

Simple: Make sure you're higher on the Power graph than most if not all of the AIs.

This is the key strategy in higher difficulty. That is to get other AI to attack one another to slow them down. Thus if the AI join in wars too often it becomes weaker. In civ3 it was way too easy to get the AI fighting each other which made the players job of conquest a lot easier.

So it's true that less fighting among the AI make civ4 more boring compared to civ3 but it's smarter to do so.

Yea, now thats the key. I try to start bribing wars just before medieval times. Thats late enough, after cash money and tech trade, and not too early for them to "forget"
In the very beginning, I kill any scout I run into, right off. By the time the third cities come in, war is over and at medieval era, all that early stuff seems to be forgotten. Maybe Im lucky, and maybe I play too low a level. Dunno.

Tip of the day:
Go to custom games
Choose Montezuma, Isabella, Genghis/Kublai, Caesar, Catherine/Stalin and Tokugawa as the other civs
Choose the "Aggressive AI" option

and you've got yourself a war my friend

Actually, the AIs are more peaceful in Civ4 because they're smarter. The Civ3 AI would declare war on dice rolls - regardless of whether it could gain anything in the war, or even stand a chance. The Civ4 AI is smarter - it takes many things into consideration, but the most important one is whether it actually stands a chance. The only exceptions might be very fanatical AIs who hate you (Montezuma or Genghis Khan), these can declare war even when substantially weaker.

Turning on Aggressive AI in options, though, should provide enough wars for most players.
