I'm a bit confused as to what this line does in the AI strategy XML.

Does it mean the AI will not pursue a strategy with this tag when you have any city states on the map, or does it mean that city states will not pursue it? It seems like the latter, but I'm not entirely sure.

I've always assumed the latter.

What lead you to believe that it may possibly be the former? I'm just curious.

Well the only thought was seeing that the strategy to expand to other continents was tagged with that and I never see the AI do it, so I was thinking maybe it was programmed not to do so in the presence of CSes. But now I looked at it and see it's basically programmed for all expansion and therefore just an attribute given to all city-building so CSes don't expand.
