The map I'm playing is a random tiny mountenous terrain. On the edge there is water, which is classified as lake. However, my scout refuses to swim in it to go around Tokyo. I have optics (but not yet Astronomy) and units do properly swim in lakes that are proper lakes (that is, with land on all sides).
It seems to me there is something wrong with the labeling. I can move onto the ice on the northwest, so it's not beyond the edge of the map. If it's not a lake, then it should be coast and I should still be allowed to swim in it, no?
