[NOT BUG] Communism not providing +5 hammers.

I unlocked the Communism policy in the Order track, but my cities aren't getting +5 hammers. They aren't getting any extra hammers, only the ones from tile yields.

Each of your cities has 7 hammers being produced in the city center, which looks correct for Communism?

Oh, is that what it does? I didn't realize those were the communism hammers. I though it added 5 additional hammers independent of tile yield.
