Okay, so I settle to my southeast fairly close to Japan's second city, and they ask me not to settle near them. I promise not to, since I don't plan to go any further in that direction anyway. Later, I settle to my northeast, on the other side of a lake from Japan's city. Never even crosses my mind this will be a problem -- but I get a message a game message in the bottom right that says I have broken my promise.
Issue #1 -- This promise needs to be more clearly defined. Especially since the message comes not as Japan being angry, but as an official game message that I have, in fact, broken my word... Or is it, and I am not aware of some rule?
Then a turn or two goes by, and Japan again asks for a promise not to settle near them, and I figure I'm headed still further from them, so what the hey. I promise. Next turn Japan denounces me for taking land that they considered theirs.
Issue #2 -- The reason for this is entirely unclear. Is this a delayed denouncement for earlier? Is this because I bought a tile near a city (one I had settled before he settled nearby later)? Is this because he just discovered another of my cities he doesn't like?
It's not that I care that he is upset in this case -- I have no reason to fear him militarily. But it seems to me that these promises and claims really ought to be more specific, so you can follow them if you wish. (Especially the first case -- I suppose denouncements can be an irrational whim, it's just the connection to my settling that I question.)
