I just had Russia build the Hagia Sophia in my game.
...without a religion, and all religions had been founded. She dumped hundreds of production into a wonder that gave her absolutely nothing (well, I guess one Great Engineer point). I'm not even sure what "faith" the prophet would be of in this situation, or what the AI would do with it. I kind of shrugged my shoulders and moved on.
About ten turns later she built the Great Mosque of Djenne. Again, hundreds of production dumped into something that effectively gave her +1 happiness, +3 culture, +1 Great Engineer point.
The AI needs to be told to massively de-prioritize these wonders if they don't have a religion and cannot possibly found one.
