When I looked in the civ4 folders, i saw i only had 18 megs of stuff, all of i was either saves or pics. I did a search through the desktop and didn't find any xml files and such...
there is nothing in the folders, just folders and subfolders...
are you able to play the game? there are a few civ 4 folders created after installation. If i'm not mistaken, there should be one in My Documents -> My Games -> Sid's Civ4 -> stuffs which contains the civ4.ini file (not actual file name, but still .ini), a folder in C:\Documents and Settings\[your username]\Application Data\My Games\....something like that, note that Application Data folder is HIDDEN, one more folder in program files.

Application Data is hidden, try Tools -> Folder Options -> View tab -> click the radio (round) button that says "Show hidden files and folders", click okay, now check it.
If I may ask, what are you looking for?
And did you specify a different folder during installation (dont remember if you can do that)?
Worst case, right click on the game shortcut, properties, and see where the target folder of the shortcut is, it should be where the EXE file is located. I think you can even go to the Target Folder from that window.
