I noticed that in the new patch only when capitals get notification when captured. Civ that was wiped don't have notifications anymore that say "civilization A was conquered"
Can confirm this. I did get a message when I conquered the Civ, the face to face diplomacy screen, but never notifications that other Civs were conquered.
