This could point to a wider, reworked diplomacy, more treaties, or (hopefully!) an AI cleanup to go along with it...?

Yeah; unfortunately, this means that there's going to be one more thing that Gandhi doesn't like...
And this also means that there could be other treaties; i.e. no war for # turns, you can declare war, BUT literally everyone will denounce you, refuse to make deals with you, extreme citizen unhappiness, etc.
This confirms what Ed Beach implied in that Rock Paper Shotgun interview when he said that diplomacy, espionage, and the late game need work. The implication being that it will be future content.
