Im thinking about working on a mod and want to get some thoughs before I start
Tell me what you think of the general idea and if you think it would outbalance the game or would not be fun (please give reasons)
3 kind of nuclear based weapons
Regular Nuclear Bomb
Strategical Nuclear Weapons (basically Fission Bombs)
Tactical Nuclear Weapons
I think nuclear weapons should be useable on own territory but with a great penality (think about a million troops marching though your land, it would be reasonable to use nuclear weapons there, and this was part of the nato defense tactics)
all kind of weapons will be useable on own territory, but each effected field gives x amount of unhappy faces for y turns in all your cities (could just the same as poprushing)
Each Nuclear Weapon cause 1
in the City it is inside
IMO all this would require to teach the AI the basics of MAD (Mutual assured destruction)
another point could be having the fear of nuclear weapons play a role.
each hostile civilisation (negative relations) with a greater nuclear power causes 1
in every city, each weaker
and each non-nuclear-civ 1
as well as citizen feel safe
if your a member of a alliance/team you get 1
for each hostile civ that is weaker then your ally, 1
each non-nuclear-civ and 1
if somoene is stronger then your ally

- compareable with weapons used in Hiroshima and Nagasaki 20kiloTons range
- not much change ingame from damage and detonation range, but total annihilation on center of explosion (city and units)
- dropable by plane which can be shot down with air superity
- medium range, maybe 2 kinds with first being like bombers and 2nd being like Stealth Bombers, depending on your tech state
- can be captured, can be moved just like a plane
- needs Manhatten Project (National Wonder, realy expensive, like 4000 Hammers for normal speed) and being able to build Bombers (and of course need Uran)
Strategical Nuclear Weapons (basically Fission Bombs)
- ICBMs with a detonation power of 1-50megaTons
- larger detonation range, maybe like fat cross of city ? (Zar-Bomb had 57megaTons, Explosion Radius which effected in 100Km)
- of course total annihilation on center and maybe 1 surrounding field (basially totally killing everything in regular nuclear explosion radius)
- destroyable from SDI system
- unlimeted range, but require a Launching side Building which causes unhappy faces by itself
- can be captured, cannot be moved
- Needs Manhatten Project and needs Sat. Tech and Fission
- with Robotic it allows you to Build Submarine ICBMs, basically Submarines that works like a ICBM(and is turned into a regular submarine ones it fires its shot) inside a City you can Upgrade a Submarine into a Nuclear Firing Sub, which requires a ICBM in the City together with the Submarine and uses the ICMB up once you Upgrade your Submarine(and of course it costs a reasonable amount of money
Tactical Nuclear Weapons
- weapons with firepower less then 1kiloTon
- weapons like Davy-Crockett, Cruise Missles, Neutron Bombs
- damage only effects 1 field, City not destroyed, radiation just like a regular bomb 3x3(as those "small" bombs have compareable high radiation)
- cant be intercepted and destroyed, as it is unreasonable to destroy a artellery shell or a low profile cruise missle
- 3-4 fields range, can be airlifted and move like a ground unit (slow) and can be captured(if not on a sub)
- needs Manhatten Project, Fission, Robotic, Compound parts (or whatever its called in english, the one that lets you build stealth bombers)
- can be loaded on submarine

- fields count as effected if they A get hit by destruction or B get hit by radiation (if it is hit by both, it counts double)
- Each population point killed by your own nukes counts as 1 effect
- Each of your units killed by your own nukes counts as 1 effect
