How to prevent making a nuclear msl by any one tribe? Which file to fiddle with?
I'm boring with cleaning the planet during the others are sprinkling me with nukes!

Use the civ 3 editor, go to units and make it so that no civ can build nukes and/or icbms.

you can go into the editor and hold ctrl button and turn one civ on and off. (on building nukes, off not building nukes)

I know this is at this time impossible but i would like it so that only the civ that builds the wonder can build the nukes (would fit better with the mod im making )

It would actually be quicker to change the effects of the Manhattan Project so that it doesn't allow the production of nukes. Change it so that it doubles scientific output or something like that. You need to root out the problem at its source. And the source of nukes is the Manhattan Project.
