Nukes and how to avoid them

I've only used nukes once and have never been nuked, but things may be about to change so I have some pressing questions......

1. Can a country defy a UN resolution in BTS (much like with the AP)? Can they defy the Nuclear Non-proliferation treaty?

2. If one can defy what are the penalties.

3. If one can defy does the resolution then fail or is it passed and binding on those that voted for it but not on the country that defies? (I assume t fails).

4. If a nuclear NPT is passed I know it stop the building of the MP and any further nuclear weapons however does t also stop:
a) The use of any existing nuclear weapons?
b) The building or use of tactical nukes?

5. I believe nukes can only bomb cities can tactical nukes bomb anywhere including the sea and cities?

6. How much damage do tactical nukes cause? how does this differ from NUKES? Is it correct they can only be used if they dont damage the user. Do they only damage the square or the 8 around as well?

7. Does SDI stop tactical nukes? assume not....

8. Assuming no bomb shelters what is the chance of a unit dieing in a nuclear attack rather than beng injured. How is it calculated?

9. Can buildings be destroyed in a nuke or tactical nuke attack. If so what are the chances.

10. Fall out also hits the 8 squares around does it destroy the improvements?

11. If a city is nuked can nukes be killed just like any other unit or are they immune?

Thanks for your help

1. Can a country defy a UN resolution in BTS (much like with the AP)? Can they defy the Nuclear Non-proliferation treaty?
Yup.
2. If one can defy what are the penalties.
The same  as you get for defying normal UN resolutions, can't remember the exact amount nor the timeframe though.
3. If one can defy does the resolution then fail or is it passed and binding on those that voted for it but not on the country that defies? (I assume t fails).
It fails, if the defying civ could continue building them it would be a balance failure about as bad as the Apostolic Palace
4. If a nuclear NPT is passed I know it stop the building of the MP and any further nuclear weapons however does t also stop:
a) The use of any existing nuclear weapons?
b) The building or use of tactical nukes?
It prevents any nukes being built but doesn't stop you using what you already have.
5. I believe nukes can only bomb cities can tactical nukes bomb anywhere including the sea and cities?
Either nuke can be fired at anything, enemy stacks, shoals of fish, forests or a cow that looked at you funny
6. How much damage do tactical nukes cause? how does this differ from NUKES? Is it correct they can only be used if they dont damage the user. Do they only damage the square or the 8 around as well?
Same as normal nukes, they can be used if they will hit the user.
7. Does SDI stop tactical nukes? assume not....
It does, but if intercepted tac nukes have a 50% chance to evade giving them a 62.5% chance to hit despite SDI.
8. Assuming no bomb shelters what is the chance of a unit dieing in a nuclear attack rather than beng injured. How is it calculated?
Don't know the odds but a stack in the open will pretty much always be annihilated by 3 nukes, doesn't matter how many units were in that stack....
9. Can buildings be destroyed in a nuke or tactical nuke attack. If so what are the chances.
They can, don't know the odds.
10. Fall out also hits the 8 squares around does it destroy the improvements?
It can affect those 9 tiles yes, its random and any tile where fallout appears loses improvements and map features (Floodplains, Oasis!)
11. If a city is nuked can nukes be killed just like any other unit or are they immune?
Good question, don't know.

As a general point, I find tactical nukes to be far, far better than ICBMs. They have twice as much firepower for the same cost and don't effectively obsolete when civs gets SDI.

2. If one can defy what are the penalties.

The same as you get for defying normal UN resolutions, can't remember the exact amount nor the timeframe though.

On Normal speed the penalty is 5 unhappy faces for 20 turns, i think on Epic it is 30 turns and Marathon 40 turns but not 100% on this.

Nukes can be killed by nukes, just like any other unit.

on second thoughts nukes arent that bad. Especially when Alex who you are on the verge of declaring war, and has a stockpile of 10 nukes, decides to declare on Gilgamesh (the only other civ left) and drops all his nukes on him instead. In the meantime I quickly build up a huge arsenal of around 50 nukes, declare on Alex, drop a shed load on his cities and he develops SDI the turn after. Do these Greeks never learn!

a bit of a tangent here, I hope you don't mind...

I was playing the Next War scenario on BtS as America Inc. and was at war with Asia. I built up a fair number of nukes over the course of the game (around 50? I was nuke happy :D). Asia nuked Los Angeles, so I sent about 25 of my nukes over to Asia. Then I got a message, reading something along the lines of "your scientists say that so many nuclear blasts going off have caused a weakening in the earth's crust. If you keep using nukes, you could break the crust."

so, what I want to know is if this message is only in the Next War scenario, or if it can happen in any BtS game. has anyone else seen this sort of thing before? and what would have happened if I kept nuking Asia?

Tech like crazy and get Fission before any one else, build the MP, and then have all of your cities but one spam Tac Nukes (They're cheaper than ICBMs), while the best production city builds the UN (save a GE to help).

Once the UN is built, ban nukes (the AI is usually silly enough for it to pass), and enjoy your stockpile (that no one else can counter) with a few cocktails, and a threat or ridiculous demand every now and then. :D

Oh my... oh my...

I think you just gave me an evilgasm.

Your best bet is conquer some neighbors who don't have nukes until you have enough votes to pass the no nuke treaty by yourself, and hope no one defies it.

I'm pretty sure that what you describe is only for Next War.

As to what would have happened... well, certainly, Los Angeles would have broken off from the rest of your continent and slipped into the ocean...
