Has there been any news on the 22 Civ cap being raised or lifted?

No, and it won't be, there's mod for that, and even that ends up being buggy.

Dont think so. I really want to use more than 22 civ in a game. i always play on earth map and want as many civs as possible. Now with the new expansion i think we have 50 different civ we can use so they need to make more than 22 playable civ on one map

just remember that requires reprogramming of the engine to work.
Second you need multitreading support.
Third you require a motherboard with support of more ram and faster/more cores.

It is possible, but you better exsplain that the game requires better hardware as well. it will not work well with recommended specs.
