First, they have to care. And given how this game has sold, why would they?
Just got back from some marathon Galciv3 games... And as many complaints as I have for that game, it makes Civ VI look like a joke. In GC3 I have to actually care as I play that the AI WILL attack me and WILL actually try to win. And will actually play the game along with me sort of.
I'm unsure why I keep hoping for civ and its developers to get off their asses and why I spend so much time modding this turd trying to get it at least a little bit into the game.
