Obscene level of corruption

Is there any other way to better combat corruption than forbidden palace, courthouse, and rebuilding the capital?

I had this game on warlord difficulty. My government was monarchy, and just getting into middle ages.
I conquered London and the city has about 20-30 gold (commerce) and all of it went into corruption except one gold!!! Not to mention the wasted shields. Since I am building a forbidden palace at another place (also has obscene lvl of corruption, with 99% of shields/commerce wasted) and I don't want to relocate my palace, what can I do? Court house does only so little to combat it, and I don't no if going to Repulic will help much. Any helps?
 
Best way to deal with corruption is to limit the number of cities in your empire.

With patch 1.21f, We-Love-the-King-Day, also can help a great deal. Usually, this means pop six or so or a ton of luxuries and improvements. WLTKD plus a courthouse does a lot of good, and if you can add a police station over that, even a totally corrupt city will have some production.

A common tactic is to build the Forbidden Palace near the captured enemy capital, usually with a Great Leader.

Democracy helps a tiny bit over Monarchy--only expect one more shield in a couple of cities. Monarchy and Republic have the same level of corruption, so do not bother especially if you expect to remain at war.
 
What about the new corruption slider with 1.21 when you Edit?
