Odd behavior with Pact of Secrecy

I was nosing around in the relations screen in diplomacy last night, and in multiple games saw situations where nations had pacts of secrecy against themselves... I.E. "Washington has pact of secrecy with Sully against Washington" Anyone else notice this?
 
I also saw this last night. On my first game to date I worked out a Pact of Secrecy with India against Greece. After a few turns and a war I looked through the overall diplomacy window, and I saw that Alexander had a Pact of Secrecy with Ghandi against Alexander. Confused me too.
 
This was on a standard map, with default # of civs, so I don't think that should of happened. And I had yet to meet any dupe civs, so only way that was possible was if the dupe was unmet. And in that case I would think the diplo screen should read as "X with Y against Unmet"?
 
I see this all the time. Probably a bug, or a bad phrasing to say the least. Very confusing anyway.
