Offshoot Civilizations in BTS?

I've searched around for a while with no luck of an answer to this.

I once played a huge map on Quick. I only selected for 8 civilizations to be in the game. It came to my surprise when I found a 9th civilization. As you can imagine, one turn, I see 8, including myself. Then I nearly have a heart attack when I see a new civilization asking me if I want war or peace. As if this wasn't enough, this occured again and again until there were about 14 civilizations in total! the game was turning so slow that I just gave up!

To sum this up: I selected 8 civilizations at game creation, got to 14 in total before I gave up from ridiculously long turn times. This is in BTS with no mods on. Which options might I have pressed that caused this? Is this intrinsic upon the BTS/vanilla?
 
Yes, those civs are civs that are created when the AIs liberate their cities on a continent away from their main continent.
 
I'm somewhat a noob to BTS, I saw the option to liberate a city in the city menu the other day and now I see it is not available. Under what conditions can you liberate one of your cities?
 
Is this intrinsic upon the BTS/vanilla?

Yes it is, they're called colonies. As mentioned they can be formed when you or the AI has 2 or more cities on another landmass. If you want to turn them off you'll also have to turn off Vassal states in the game.
 
Incidentally, enabling No Vassal States eliminates all colony maintenance. So if you don't like colonies you can eliminate the main motivator for making them at the same time ;)
