PAST DISCUSSIONS
-----------------------
The 11th Islamic Summit Conference was held in Dakar, Senegal, in March 2008.
Summary of deliberations

1. Decide and vote on the definition and rights of observer status.
Item 1. Observers have the right to speak in matters regarding Muslims
YES: Turkey, Pakistan, Malaysia
NO:
2a. Vote whether defining standard requirements for membership and observership stati is necessary or applications should be viewed case by case. The following subsections are if the former option is decided.
Item 2a. Choose one:
(i) Observership and membership applications shall not have requirements regarding the applicants' muslim populations, applications will be reviewed/voted case-by-case and need 2/3 vote
(ii) Observership and membership applications shall have minimum requirements regarding the applicants' muslim populations, if these are satisfied, membership will be granted
(iii) Minimum muslim population will be required, and the application will be reviewed/voted case-by-case and need 2/3 vote
i: Turkey, Pakistan
ii:
iii:
3. Decision or voting of new applications according to the new regulations, for the applications of EU, India, and Union of Ghana-Togo.
Item 3a. Observership of India
YES: Turkey, Indonesia, Egypt, Pakistan, Malaysia
No: Iran,
Item 3b. Observership of EU
YES: Turkey, Malaysia
No: Iran, Indonesia, Egypt, Pakistan
Item 3c. Observership of Union of Ghana-Togo
YES: Turkey, Pakistan
No: Iran,
4. Come up with a more regular schedule for the future Islamic Summit Conferences. In the past there hasn't been a regular interval.
Item 4. Islamic Summit frequency: vote 3 years, 4 years, or other
3 years: Malaysia, Turkey, Pakistan
4 years:
other:
5. Elect a new Secretary General. As Prof. Ekmeleddin Ihsanoglu's term started at the beginning of 2005, it ends at the end of 2008. Therefore, around the end of the year, we'll need to elect a new SG to take over in 2009.
6. Discuss what can be done to reduce violence in Muslim lands.
Pakistan draws attention to Somalia, Iraq, Afghanistan and India.
Indonesia agrees something should be done, but is unable to send troops at this time.
Malaysia: The OIC should unite and offer to mediate between fighting factions. In addition, humanitarian assistance from all member nations (be it in terms of material or labour) would do well into not only helping out with violence and trouble in said nations, but to unite our own Brotherhood in the true spirit of Islam.
Turkey agrees with Malaysia.
6a. Africa (Ethiopia vs Somalia; Sudan; Nigeria; etc)
Turkey suggests OIC to pressurize UN into action in Africa, in the form of a petition to UNSC signed by all (or most) OIC members (and some observers if they wish) in order to start serious peacekeeping missions in Africa.
Item 6a. Petition to UNSC for Africa
SIGN: Turkey,
DON'T:
ooc: If anybody wants to nicely write the petition (a few sentences length, or more if you feel like it) they are welcome to do so. I don't feel like doing it.
6b. Iraq
Since LAS is preparing for military action in Iraq, Turkey inquires to Arab members if non-arab muslim countries can participate in their coalition for Iraq.
6c. Afghanistan (and a little bit of the Pakistani side of their border)
Turkey is sending troops under the current international force. Last year Turkey declared they trust Pakistan will watch their backs by increasing the security on their side of the border.
Pakistan recently cited they have a treaty with rebels. (pending clarification in the main thread)
6d. Palestine
6e. India
7. Discuss what can be done to improve diplomatic problems in muslim lands.
8. Discuss what can be done to improve the relations between Muslim world in the non-Muslim world.
8a. Tolerance
Pakistan draws attention to possibility of discrimination in EU and US.
Turkey notes that perceived intolerance of some European governments should not be a reason to ignore our muslim brothers in Europe, therefore cooperation with EU is a necessity to achieve aims 1c,3a,3b. Turkey also urges all muslims to avoid comments that are obviously inflammatory to the rest of the world.
Malaysia advocates tolerance from the non-muslim world can be invoked by tolerance from the muslim world.
Turkey agrees and recants its support for EU's observership.
Item 8a. Tolerance with West: open for proposal of action/statement
(As the votes seem to go against EU's observership, please suggest some other way to improve mutual tolerance.)
8b. Caricatures
Turkey also proposes some reconciliatory statement to be declared from this summit about acknowledging Denmark's constructive efforts following the caricature dispute, that OIC believes the West has realized our sensitivity in the issue, and that they will be more considerate of muslim feelings in the future.
Indonesia agrees.
Item 8b. "OIC acknowledges Denmark's constructive efforts following the caricature dispute. OIC believes the rest of the world has realized the sensitivity of muslims regarding the issue, and that the rest of the world will be more considerate of muslim feelings in the future."
YES: Turkey, Indonesia
NO: Pakistan
9. Discuss ways of improving the Muslim world
9a. Spreading literacy
OIC General Secretariat estimates the illiterate adult muslim population in the member countries to be around 400,000,000.
Item 9a. Add "3c)Work to minimize illiteracy and ignorance" to OIC's organizational aims
YES: Turkey, Indonesia, Malaysia, Pakistan
NO:
Item 9b. Start "OIC Education Program", which will involve building enough primary schools to all muslim countries and train teachers to sustain mandatory 5-year (or some other number) education
YES: Turkey, Pakistan
NO:
ooc: I suppose it will work like EU's combined space projects in the game. I'll send the description of what it does to Sheep along with Turkey's orders. Bear in mind that this will probably take 10+ years. Since none of the members have a 3-digit income, probably each will be able to realistically cough up about 1 ep per turn, in order not to get its own citizens mad at the government (why is my tax money going into educating BurkinaFaso?)
10. Economic cooperation
discuss feasibility of increasing the role of Committee for Commercial and Economic Cooperation (COMCEC) more than ordained by IDCT.
Spoiler :
Indonesia: We propose that observer status allow a state or subnational entity to send representives to the yearly conference of foreign ministers, and interact and talk to the parties there, as well as having full access to the minutes. However they will not be able to make public comments or speaches to of from the conference without the written sponsership of 2 full members. They will also not send representitives to the conference of heads of state. We believe that observer nations should be allowed to send representives and make proposals [in this thread], however they will obviously have no voting rights, and only require a petition by 10 members of the conference in order eject their representitives
Turkey:Observer entities should be allowed to bring matters concerning their muslim minorities to OIC's attention, without the need for any approval or endorsement from any country, as none of our members are supposed to object the voicing of concerncs of their Muslim brothers, no matter where they live. For the same reason Turkey opposes the installment of a 10 member petition rule to eject an observer.
Indonesia and Turkey agree on 2/3 to be required to dismiss a member or observer.
Malaysia:Malaysia believes observers should have the right to take the floor and speak on issues which will affect their nation's Muslim affairs. They do not have the right to vote.

Spoiler :
2b. Discuss and agree on the specifics of the criteria.
Turkey:
-Organizations are limited to observer status.
-Any muslim-dominated territory should be able to apply for observer status without having an internationally recognized independence, provided that its parent country is not an observer or member.
Indonesia agrees.
2c. Decide whether a review of stati of existing members and observers is necessary if any member or observer does not fit the new criteria.
Will wait and vote if 2a is (iii)

Spoiler OOC :
knigh+: I don't think Secretary General's origin country matters, his job is like the UNSG, and is elected depending on the candidate's knowledge and background, rather than politics or diplomacy. So our discussions here wouldn't affect his election much. I suppose we may determine the SG randomly, or by election, or decide to give the Secretariat to a player who doesn't mind updating stuff (which might or might not involve starting a new thread), and who will use the title of the Secretary General only for organizational housekeeping purposes (I think I have been doing that so far).
Disenfranchised:Completely agree.
BananaLee:I think we should let knigh+ continue as Sec-Gen, makes organisation easier. Regarding IC Sec-Genship, it doesn't matter to me. Perhaps Sheep can choose randomly?
knigh+: I'll ask Sheep

Spoiler :
7a. Jammu-Keshmir
7b. Cyprus
7c. Chechnya
7d. Iran
Pakistan disapproves confrontational action between Iran and the West, initiated by either.
Turkey has the same position. Turkey also asserted (in main thread) that UN punishing Iran is not justified yet, as it is a form of confrontation.
