The Organization aims to:

The 11th Islamic Summit Conference was held in Dakar, Senegal, in March 2008.

Summary of deliberations

Indonesia: We propose that observer status allow a state or subnational entity to send representives to the yearly conference of foreign ministers, and interact and talk to the parties there, as well as having full access to the minutes. However they will not be able to make public comments or speaches to of from the conference without the written sponsership of 2 full members. They will also not send representitives to the conference of heads of state. We believe that observer nations should be allowed to send representives and make proposals [in this thread], however they will obviously have no voting rights, and only require a petition by 10 members of the conference in order eject their representitives

Turkey:Observer entities should be allowed to bring matters concerning their muslim minorities to OIC's attention, without the need for any approval or endorsement from any country, as none of our members are supposed to object the voicing of concerncs of their Muslim brothers, no matter where they live. For the same reason Turkey opposes the installment of a 10 member petition rule to eject an observer.

Indonesia and Turkey agree on 2/3 to be required to dismiss a member or observer.

Malaysia:Malaysia believes observers should have the right to take the floor and speak on issues which will affect their nation's Muslim affairs. They do not have the right to vote.

knigh+: I don't think Secretary General's origin country matters, his job is like the UNSG, and is elected depending on the candidate's knowledge and background, rather than politics or diplomacy. So our discussions here wouldn't affect his election much. I suppose we may determine the SG randomly, or by election, or decide to give the Secretariat to a player who doesn't mind updating stuff (which might or might not involve starting a new thread), and who will use the title of the Secretary General only for organizational housekeeping purposes (I think I have been doing that so far).

6. Discuss what can be done to reduce violence in Muslim lands.
Pakistan draws attention to Somalia, Iraq, Afghanistan and India.
Indonesia agrees something should be done, but is unable to send troops at this time.
Malaysia: The OIC should unite and offer to mediate between fighting factions. In addition, humanitarian assistance from all member nations (be it in terms of material or labour) would do well into not only helping out with violence and trouble in said nations, but to unite our own Brotherhood in the true spirit of Islam.
Turkey agrees with Malaysia.
6a. Africa (Ethiopia vs Somalia; Sudan; Nigeria; etc)
Turkey suggests OIC to pressurize UN into action in Africa, in the form of a petition to UNSC signed by all (or most) OIC members (and some observers if they wish) in order to start serious peacekeeping missions in Africa.

Since LAS is preparing for military action in Iraq, Turkey inquires to Arab members if non-arab muslim countries can participate in their coalition for Iraq.

Turkey is sending troops under the current international force. Last year Turkey declared they trust Pakistan will watch their backs by increasing the security on their side of the border.

Pakistan disapproves confrontational action between Iran and the West, initiated by either.
Turkey has the same position. Turkey also asserted (in main thread) that UN punishing Iran is not justified yet, as it is a form of confrontation.

8a. Tolerance

Pakistan draws attention to possibility of discrimination in EU and US.
Turkey notes that perceived intolerance of some European governments should not be a reason to ignore our muslim brothers in Europe, therefore cooperation with EU is a necessity to achieve aims 1c,3a,3b. Turkey also urges all muslims to avoid comments that are obviously inflammatory to the rest of the world.
Malaysia advocates tolerance from the non-muslim world can be invoked by tolerance from the muslim world.
Turkey agrees and recants its support for EU's observership.
Item 8a. Tolerance with West: open for proposal of action/statement
(As the votes seem to go against EU's observership, please suggest some other way to improve mutual tolerance.)

8b. Caricatures
Turkey also proposes some reconciliatory statement to be declared from this summit about acknowledging Denmark's constructive efforts following the caricature dispute, that OIC believes the West has realized our sensitivity in the issue, and that they will be more considerate of muslim feelings in the future.

OIC General Secretariat estimates the illiterate adult muslim population in the member countries to be around 400,000,000.

10. Economic cooperation

Pakistan is present. We wish to draw the attention of our fellow members to the Ethiopian invasion of Somalia. The dignity and independence of the Somali people have been violated, and indeed we feel this is among the most pressing issues that we must deal with.
 
Given the large Muslim population in Europe and the EU's increasing role in the world, the EU wishes to apply for observer organization status in the OIC. Luxembourg conveys these wishes.

The Republic of Indonesia finds the proposed observer status of India and the EU to be completely agreeable, but if any of our brother nations currently in the OIC finds their presence objectionable then we feel we will side with the current members.

The RoI would also like to note to Morocco that since the EU and the OIC have very different aims and levels of integration, their comment is not a reasonable one.

OOC: There seems to be confusion about observer status. Observer status means that the observing country or organization may speak, but not vote. Most organizations have open meetings and publish their results, so it isn't necessary to get observer status to read a thread. Observer status means you're able to post IC in a thread, implying you may have something constructive to add. The EU applied for observer status because the OIC is supposed to encompass all Muslim nations, and the EU has a large Muslim population. On the other hand, the EU is devoted to European nations, and Iran does not have any bearing on intra-European affairs.
 
Egypt believes that the EU should not be granted observer status, seeing how there is no possible reason to do so. However India, with such a vast number of Muslims, should be granted such status.

Pakistan opposes the observor status of India. India is a Hindu nation not a nation of Muslims. India has no place in this organzation nor does the EU. Pakistan stongly opposes granting observor status.

Although we agree in principle, we feel the need to remind the OIC members that Ethiopia with its 30 million muslims should be viewed as a potential future member, rather than an enemy. Therefore we are skeptical about any direct confrontation (be it military or peaceful) with Ethiopia.

We feel UN is more suitable to solve this problem, despite the previous failure in Somalia. Of course OIC members constitute a large fraction of the UN, therefore we can quickly bring this issue back to UN's attention.

Are we accepted?
If we can observe the EU

Turkey agrees with EU's bid. It will help improve understanding between Europe and Muslim world. Besides, we have members with 20% or less muslim populations, so EU with 8-9% muslims deserves at least an observership here.

Turkey can be considered to be observing the EU for a long time now. So we don't see the need for OIC to observe EU. Besides, we agree with Indonesia that such an arrangement is functionally improper.

We will be happy to act as liason between the two organizations if/when our membership bid to EU is accepted. Until then, Turkey's candidacy puts it into an observer position in EU anyway.

We believe continuing the Sunni/Shiite dispute in our time is pointless, as it was a political, not religious dispute in 7th century. It is used today just as one of many excuses to wage war. Nothing would change if one of the factions today say "yes you were right 1300 years ago". Therefore Turkey does not base its political actions on the artificial separation of Sunni/Shia. That's why we don't consider great nation of Iran to be our enemy, the way some of our allies do.

On finding a common enemy...

We believe any problems to cause enmity can also be solved diplomatically, including Israel-Palestine situation.

India requests observer status, reasons for said request are obvious.

We support India's bid. This may also help improve the relations with Pakistan.

We see the concerns of the friendly nation of Pakistan. However, we don't think the political tension between the two countries has anything to do with Islam, and should not deprive 10% of world muslim population (which India has) from participating the rest of the muslim community.

OOC: I don't have time to go into detail on this, can someone check the regulations and voting system (unanimous or 2/3 or what) for new membership/observership bids from OIC website. The title in the first post is a link to it.
 
India is not a Hindu nation. We have no official religion, though many of our citizens are Hindu, there is a significant population that is Muslim and we hope that through this aquisition of observer status we may acheive better ties with them. Further more the input of members of this organization would greatly help our relations with Pakistan.

However if said status is denied we fully understand.
