Oil in the ocean

I created a unit "ingeneer boat", it can build pipe-lines ( roads ) and offshore platforms ( colonies ) in the sea. Civs can build it after discovering miniaturisation. Well, I know it can looks a few weird, but it works. With this simple method, I can use the brent ! You also have to allow roads and colonies on coasts and sea ( easy ). And it's better to allow modern ship to destroy roads/colonies.

Yes, easy to allow roads on coasts and seas. But does anybody build on them prior to miniaturization?
 
One of the best things about smac that was left out of civ3 was the water units. In smac, you could build ocean cities, and had special workers that would work the ocean. You could plant kelp farms to add food, and something else to add production. It was a very nice concept, and helped reduce the crowding on land.

I was referring to the oil resource in the ocean. Since you can not connect to the oil resource in the ocean, you cannot trade/use it.
Yes, you can also trade the oil resource as long as you have one and there is no trade embargo against you.
 
You can give settlers and workers the Amphibious ability, like Marines.
And you can toggle water terrains to allow all kinds of worker actions, cities, and to have the worker job "Plant Forest." You can wake a settler up on a boat and make him build a city right there in the water. It will be impossible to take such a city. You can have the workers do the same, and they can build roads, mines, etc...These actually work. You can also have them plant forest, which turns the water into forest, which can then be cut down. No, the AI will NOT do any of this. I tried an all coast map like , except for start islands, and the AI just sat on its island while I made Polters. The amphibious worker might be a good alternate UU for the Dutch though, and one could play them as humans.
