I just noticed this problem when I loaded my save file on my girlfriend's computer and I could see a big black oil spot in the water. On mine there's just nothing. I can see the icon when I tick the "show resources" button and I can still build an oil well on it so all the game play is fine it's just annoying that I can't actually see it on the map. Also, the oil on land showed up fine. Although it was pretty hard to see the oil in a jungle tile, I didn't get a chance to see how it showed up on my girlfriend's laptop because I already built an oil well on top of it.

Intel Core i5 2500K
AMD Radeon 5970 (dual GPU card, running Catalyst 12.6)
16GB RAM
Windows 7 64 bit
My girlfriend has a new Asus laptop with an Nvidia Geforce 660M GPU and a Intel Core i7 CPU (don't know the rest of the specs offhand). I suspect it may be an AMD GPU problem either in the game or with the drivers. Has anyone else had this problem and/or know a fix? I haven't tried it on DX9 mode yet. I'll try in just a minute. This was all done on DX11.
