On conquered cities

Playing my first time totally through Orbis. I've tried the game several times, but not until recently have I really decided to see what its all about. Playing as Cardith Lorda (wanted to see what Cult of the Dragon was all about) I have been in a long protracted war with Kolsehvahn of the Mazatl, and after razing several AV cities, captured one that I decided to keep for strategic reasons.

After sending an acolyte to end the disorder, I noticed that the city still builds Mazatl units and buildings. I was confused by this, as I didn't think that the Kurio could do this (i know that The Elohim can as can Decius in FF).

Is this a feature of Orbis, or is it that culturally the city is still Mazatl?

Both. It is always mazatl, but there are only some civs that can use it. And in orbis, these are:

Elohim - tolerant trait (in Orbis also giving +25% culture when at peace)
Decius -conqueror trait
Kuriotates - read sprawling trait description

Not everything works here as it did in base FfH after all. And I think assimilation ability fits kuriotates even better than Elohim. Plus in Orbis they can use it, as even settlements can build units/buildings
 
Ah, makes sense. I didn't read the sprawling trait clearly.
 
For the record, I love that Elohim ability. Really makes playing them feel unique... like I have a WoW empire under my control (Humans, Elves, Dwarves... if "acquired").
 
While this trait might seem reasonable for the kuriotates lore, I think it should be restricted to units only, and not buildings, given that the kuiriotates have a very limited number of cities that heavily rely upon some of their unique buildings to ensure they remain competitive with other civs. (There are 2 happiness buildings that are very important to helping them reach a size fitting to their sprawling trait)
 
Well, the Kurotaes in Orbis actually have usefull settlements. This means that each settlement works similarly to the jotnar if FF, where they can only work 1 ring of tiles around the city. As all cities start off first as settlements, and have to be promoted to a city through a spell, they can get other civ's units/buildings and such, without using one of their major cities for it.
