On the topic of Forts and Citadels

I don't know many people that find the advantages of forts and citadels, and the turns they take to make, more useful than the yield you'd get from farms, mines, trading posts, etc. and I don't think I have ever seen the AI build forts.

That being said, I thought of trying to make a mod that would make it so that the bonus from the Oligarchy policy (minus the ranged attack bonus) extend to forts and citadels build inside your own borders. This would make it possible for Civs going for a small empire to build a defensive army against more violent ones and give a good incentive for the AI to build them.

What do you think?

This is how I won my first cultural victory. I cornered myself on the edge of the continent and wedged an allied set of CS between myself and the enemies. After extensive border growth, I planted citadels to plug up the no man land between the city states.

In normal dom games, I deploy gens as fast as they come. The attrition damage and death dealt to garrisoned troops behind enemy city walls is a boon for any would be pro siegers.


And the AI do deploy citadels. I've seen them culture bomb each others citadels, especially this one time at a tactical choke point. And they've culture bombed my citadel with their own citadel. But these are rare conditions to behold.

I've never seen that. But what about forts? I don't remember ever seeing the AI using forts. The point would be to give a good reason to build forts.
 
My problem is that there's no real upgrades for forts and citadels. Farms eventually yield more, roads can eventually move units faster, but nothing for forts and citadels. I mean come on! At least allow us to rebase paratroopers and heli-gunships onto them. Otherwise I simply build more units to override whatever defensive bonuses they supposedly give...
