Both road and fort have defensive value. Roads are for mobile defense, allowing faster movement and save movement points for retreat after attacking. Again, we have no attention to attack anyone, but we can't say for centain if the reverse is true.

It is indeed possible though we would like to finish this round of luxury trades per our earlier agreement and then directly trade pearls for incense in the next round of trading to avoid this staggered arrangement.
