Only 1 leader possible from any given elite

This was with the 1.21f patch and lethal land bombardment turned on.

I personally wouldn't have thought it would have worked before seeing it. Since I don't use artillery much in regular games, I haven't tried to get a leader that way.

I started this checking out whether or not an arty piece with Lethal Land Bombard and Start Golden Age checked could cause a GA, it can (check the first screen shot); without Lethal, it can't.

The game in question, with Russia is modded for Lethal Land Bombardment, but not Start Golden Age.
